The Rockstar Games folder in AppData > Local has unsufficient permissions and changing that so it does have proper permissions should fix it.

Step by step guide:

1. Press Windows + R and type %appdata%. You should be in the AppData folder. If you are in the Roaming folder, please go up a directory level so you can see the Local & Roaming folders.
2. Go to Local. You will see a bunch of programs and brands similar to the list found in Roaming.
3. Right click on Rockstar Games.
4. Open the Properties.
5. Go to the security tab
6. Find the group called Users. Ensure all checkboxes (except “Special Permissions”) are marked under “Allow”.
7. You’re done!

You should try launching FiveM and see if it makes a new GTA5/GTAV folder in the one you just changed the permissions for.
